RDC 409 Regulates Smoothing Actives
At the end of July this year, Anvisa published the Collegiate Board Resolution (RDC) No. 409, which officially determined the procedures and requirements for the regularization of straightening cosmetic products or hair curlers. These requirements are already in force.
What Straighteners Are Allowed?
The general provisions of the second chapter of RDC 409 state that all straightening or curling active ingredients are subject to registration with Anvisa. To this end, Anvisa states that it only accepts the active ingredients or combinations of active ingredients specified in Normative Instruction No. 64. They are:
- Thioglycolic acid and its salts;
- Thioglycolic Acid Esters;
- Sodium or Potassium Hydroxide;
- Lithium Hydroxide;
- Calcium Hydroxide;
- Inorganic sulfites and bisulphites.
Strict Laboratory Control
All straightening cosmetic products must necessarily comply with some production method prescribed or described in official technical regulations, official compendia, collaborative studies or some type of specific methodology developed by the manufacturing laboratory.
In all the cases mentioned above, it is essential that the test report presented contains a qualitative and quantitative formula and batch of sample tested, dilution of the sample for carrying out the test or indication of absence of dilution, objectives, material, case studies and methods, calculations involved, results, criteria used to classify the substance or formula tested according to the result obtained and conclusion.
Alert
With the official position of the National Health Surveillance Agency, we can reaffirm what we have been saying for a long time: formaldehyde and glyoxylic acid are harmful to health and should never be used in straightening procedures. Watch the documentary below, produced by Grandha in 2012:
